What led to Marjane's grandmother yelling at her? Was the yelling justified? Why or why not?

Marjane's grandmother yells at her because Marjane accuses a innocent man of talking to her in an indecent manner to cover up for her using lipstick. The incident occurs when Marjane is in the Bazaar and she is wearing lipstick which is against the rules of the Guardians of the revolution. A patrol arrives and if they notice her lipstick they will arrest her so she thinks quickly and accuses a man sitting nearby of talking to her indecently. Marjane finds this almost funny, but her grandmother is extremely angered by it. Her Grandmother yells at her and brings up her grandfathers suffering while he was in an Iranian prison. Marjane is devastated by her grandmothers disappointment and anger. She says, "My grandma had just yelled at me for the first time in my life. I decided it would be my last."(pg 291). This shows how much she cares about her grandmother's affection and that she listens to her grandmother's advice.
I think the yelling was justified. Marjane makes the reckless decision to wear makeup in public and then sends an innocent man to jail. This incident makes Marjane look insensitive and apathetic.
